Derailed minecarts have incorrect motion values

When a minecart derails and comes to a stop, using data get entity reveals that it actually has motion but it's extremely close to zero. After waiting a few minutes it will actually reach true zero

Steps to Reproduce

• Place a short track
• Push a minecart of the track

Observed Results

• The minecart reports an extremely small value
  

Expected Results

• The minecart would show it has 0 motion
