Wind charges don't move armor stands

Wind charges don't move armor stands anymore, they used to in 1.21.1 but in the new snapshot it doesn't. Not sure if this is intended behaviour.

Steps to reproduce:

1. place an armor stand
2. use a wind charge next to the armor stand

Observed Behavior:

Armor stand doesn't move

Expected Behavior:

Armor stand moves away from the landing position of the wind charge
