Minecarts sometimes aren't affected by cobwebs when moving upwards

With a slightly higher maxSpeed minecarts ignore cobwebs entirely when moving upwards but do get stuck in them when moving downwards

Reproduction Steps

• Build an ascending rail track
• Place cobwebs above it
• Set minecartMaxSpeed to 16
• Ride upwards and downwards

Observed Results

• You pass through the cobwebs when going upwards but get stuck when going downwards
