Minecarts with velocity above 200 bps lose their momentum on relog

Note: The reproduction steps use maxSpeed 198/199 instead of 199/200 due to MC-276078

Steps to Reproduce

• Build a long loop for a minecart to build up speed in
• Place a hopper minecart
• Set minecartMaxSpeed to 198
• Do /tick sprint 1d to quickly achieve max speed
• Leave and rejoin the world
• Set minecartMaxSpeed to 199
• Do /tick sprint 60s to quickly achieve max speed
• Leave and rejoin the world
• Compare the results

Observed Results

• The hopper minecart kept moving after relog when maxSpeed was set to 198
• The hopper minecart stopped moving after relog when maxSpeed was set to 199

Expected Results

• Minecarts with speed 199 bps and above wouldn't lose their speed on relog.
