F3 Feature NOT Available

Playing Minecraft 1.7.10, as well as 1.21 and F3 is not an option to activate, theres nothing in my options settings to bind f3 to the debug menu. its not there

ive installed and reinstalled java and the game 3 times and nothing

fn+f3 does nothing neither shift or alt

I just want to be able to see my coordinates. not sure what im doing wrong.
