Minecarts rotate strangely on corner rails if next to other minecarts

Steps to reproduce:

1. Create a world with the "Minecart Improvement" experiment enabled
2. Build this setup:
   
3. Place some minecarts on the powered rails to the right and push them into the loop

Observed result:
The minecarts on the corner rails rotate strangely sometimes.

Expected result:
The minecarts on the corner rails do not rotate at all.
