Drowned do not summon reinforcements anymore

Trying to get drowneds make reinforcements fails in new snapshot even with river biome and lots of water sources.

/summon minecraft:drowned ~ ~ ~ {attributes:[{id:"minecraft:spawn_reinforcements",base:1.0}]}

Summon drown and hit it with snowballs while game rule 'can spawn mobs' set to true.
