Commands that affect the player have no effect if run from a command block while the player is teleported to another dimension

I realized by accident, entering a Nether portal at the same time a /kill command is run lets you survive. The death message still shows in the chat. This also works with certain other commands such as /gamemode, it says the game mode has been changed but nothing happens.

Steps to Reproduce:

1. Be in Creative mode to make it easier (same thing happens in survival though)
2. Set up a command block with the command /kill (your name)
3. Set up a few repeaters in front of it for a delay. 
4. Activate the first repeater with a redstone torch, and walk into the nether portal right before the last repeater turns on.

Observed Results:
You will see in chat, the text "Killed (your name)" but you will not die.

Expected Results:
You die because the command to kill you was activated
