Furnace minecarts are broken with minecart improvements enabled

Furnace minecarts do not boost other minecarts properly and immediately speed up to max speed with minecart improvements enabled.

 

Reproduction:
1. Make a loop of rail

2. Place a furnace minecart and use coal on it

3. Place another minecart on the loop
