The new redstone torch texture is offset by half of an in-game pixel

The new texture has the "glowing part" stick out the bottom by about half a minecraft pixel.

This makes it the only block with such misalignment. And is an eyesore.

Fixing this is quite complicated but greatly improves the look of the new model. I've attached a rsp I've made as a proposed fix for this issue.
