Minecarts with Hoppers do not evenly distribute items when going at high speeds

Steps to reproduce:

1. Set the minecartMaxSpeed gamerule to 1000
2. Build the setup shown in the attached video
3. Launch the minecart with hopper down the track
4. Check the chests

Observed result:
Items in chests are not evenly distributed.

Expected result:
There should be one item in each chest.
