Minecarts spawn facing west no matter the rail direction

I was testing the new minecart changes and noticed that every minecarts I placed spawned facing west (towards negative X) no matter the rail direction and player direction.
The minecart will then fix its rotation after a short period of time.

What I expected to happen was...:
The minecart would be placed facing the correct position

What actually happened was...:
The minecart is always placed facing west then it fixes its rotation

Steps to Reproduce:
1. Place down 2 rails, one on the X and one on the Y directions
2. Place a minecart in both rails
3. Notice how the minecarts spawns facing west, then fixes its rotation
