minecraft fails to connect to singleplayer worlds and multiplayer worlds

Internal Exeption io.netty.handler.codec.EncoderException: Failed to encode packet 'serverbound/minecraft:hello'

What I expected to happen was...:
join

What actually happened was...:
not join

Steps to Reproduce:
1. try to join any map
then you get that error
