Minecarts are sloped when falling down even if stationary

In the new minecraft snapshot when enabling the Minecraft Improvements Experiment, when minecarts drive of a ledge, they slope themselves.

This makes sense as the minecart is driving of a ledge. But the same behaviour occurs when the minecart is stationary.

Steps to reproduce

1. Place a rail and minecart on a block in the air
2. Break the block

Expected Behaviour

The minecart is not moving, so it should just fall down

Actual Behaviour

The minecart slopes itself before falling down
