Lingering Potions/Tipped Arrows don't inherit rarity from Dragon's Breath

The patch notes for Snapshot 22w33a state that going forward, "Any item or block which can be crafted must inherit the highest rarity of its crafting ingredients". Lingering Potions/Tipped Arrows are made using Dragon's Breath, which is Uncommon, yet they are Common.
