Minecarts can phase through blocks at the bottom of a slant

Steps to reproduce:

1. Build the following setup:
   
2. Push the minecart down the slope

Observed result:

Expected result:
The minecart would not phase through the block at the bottom of the slope.

It occurs with all types of rails, and the faster it goes, the more likely it is to go onto the rails to the left.
