Snow golem shoots to the sky/floor instead of at mobs

Snow golem shoots snowballs to the sky/floor instead of at mobs. I think it might be something to do with velocity when snowball spawn. I checked closely, velocity seems to be wrong axis by apply on Y-axis instead.

Steps to reproduce:

1. Summon a snow golem and a husk next to each other

Observed result:
The snow golem shoots to the sky/floor depending on the Y level.

Expected result:
The snow golem shoots at the husk.
