The hand animation is delayed and doesn't play all the time

The Bug:

The hand animation is delayed and doesn't play all the time.

This wasn't an issue in 1.21.1.

Steps to Reproduce:

1. Place down multiple blocks in quick succession and observe the animation of your hand.

Observed Behavior:

The hand animation is delayed and doesn't play all the time.

Expected Behavior:

The hand animation would not be delayed and would play all the time when necessary.
