Snow accumulation works incorrectly.

Snow, when accumulating up to eight (8) layers, does not convert into snow blocks, although completely indistinguishable from snow blocks. This could cause issues with certain gamerules, such as snowAccumulationHeight. This is the case either when it snows naturally, and/or if the snow is placed by the player.
