Redstone wire updates power blockstate during frozen ticks

I was doing some messing around, and noticed that placing a redstone torch while ticks are frozen updates redstone wire despite ticks being turned off.

This can probably be fixed by making Minecraft acknowledge block updates in between ticks

Steps to Reproduce:

1. Freeze game ticks

   /tick freeze
   

2. Place down redstone wire
3. Power the redstone wire with any component
