The sweeping attack from a sword enchanted with Fire Aspect can ignite other players with PVP disabled

Steps to reproduce:

1. Launch a server with pvp=false in the server properties.
2. Place an entity and a second player next to each other.
3. Hit the entity with a sword enchanted with fire aspect (use sweeping edge to make it easier to sweep attack both entities).

Observed result:
The second player is ignited even though PVP is disabled.

Expected result:
The second player is not ignited when PVP is disabled.
