Creating a new world with custom superflat does not allow structures in the biome to spawn

Structures do not spawn when creating a superflat world with the overworld preset when you change the biome to minecraft:jungle.
Expected Result:
Jungle temples should generate in a superflat world with jungle biome presets.
Observed Result:
Jungle temples cannot generate in a superflat world with jungle biome presets
