The Bug:

Shift-clicking unlit campfires, candles, or candle cakes while holding flint and steel or fire charges doesn't place the fire beside the said block.

Steps to Reproduce:

1. Summon an unlit campfire by using the command provided below.

   /setblock ~ ~ ~1 minecraft:campfire[lit=false]

2. Obtain some flint and steel and while sneaking and looking at the campfire, right-click in an attempt to create fire beside the campfire.

Observed Behavior:

The said block you're targeting is ignited.

Expected Behavior:

Fire would be created beside the block you're targeting.
