Items made in 1.21 won't stay in inventory/saved hotbars in older versions (1.20.4)

(this description is assuming items underwent technical changes)

yknow, if something works and is perfectly fine, you dont need to change how it works, (ahem, creative menu, ahem.) now my saved hotbars are locked in 1.21
