Parrots that are part of the "#minecraft:freeze_immune_entity_types" tag still dismount players' shoulders when players enter powder snow

The Bug:

Parrots that are part of the "#minecraft:freeze_immune_entity_types" tag still dismount players' shoulders when players enter powder snow.

When parrots are added to the "#minecraft:freeze_immune_entity_types" entity type tag, they still dismount the player's shoulder which is unnecessary since they are immune to freezing.

Steps to Reproduce:

1. Install the attached data pack. MC-273685.zip
2. Spawn a parrot and tame it.
3. Verify that the parrot is included within the "#minecraft:freeze_immune_entity_types" tag by using the command provided below.

   /execute as @e[type=#minecraft:freeze_immune_entity_types] run say I'm immune to freezing

4. Place down some powder snow and allow the parrot to mount your shoulder.
5. Walk into the powder snow and observe the behavior of the parrot.

Observed Behavior:

Parrots dismount players' shoulders despite being immune to freezing.

Expected Behavior:

Parrots would not dismount players' shoulders since they are immune to freezing.
