Tamed wolves don't attack entities damaged by their owner using the "/damage" command

The Bug:

Tamed wolves don't attack entities damaged by their owner using the "/damage" command.

Steps to Reproduce:

1. Spawn a wolf and tame it.
2. Spawn a husk and damage the husk where you're the attacker by using the command provided below.

   /damage @n[type=minecraft:husk] 1 minecraft:player_attack by @s

3. Observe if the wolf starts attacking the husk.

Observed Behavior:

Tamed wolves don't attack entities damaged by their owner.

Expected Behavior:

Tamed wolves would attack entities damaged by their owner.
