Text within the names of banners on maps is unaffected by the "Text Background" accessibility option

The Bug:

Text within the names of banners on maps is unaffected by the "Text Background" accessibility option.

Steps to Reproduce:

1. Navigate to the accessibility settings menu.
2. Set the "Text Background Opacity" slider to "0%" and the "Text Background" button to "Everywhere".
3. Give yourself a banner with a custom name by using the command provided below.

   /give @s minecraft:white_banner[minecraft:custom_name="MC-273683"]

4. Place down the banner, obtain a map, and use it so that you have a filled map.
5. Use the filled map on the banner and look at the banner text on the map closely.

Observed Behavior:

Text within the names of banners on maps is unaffected by the "Text Background" accessibility option.

Expected Behavior:

Text within the names of banners on maps would be affected by the "Text Background" accessibility option.
