The scroll wheel can no longer be used to change the value of some buttons

The Bug:

The scroll wheel can no longer be used to change the value of some buttons.

The behavior was first introduced in 24w11a.

Steps to Reproduce:

1. Navigate to the Controls menu.
2. Attempt to use the scroll wheel to change the value of either the Sneak, Sprint, Auto-Jump or Operator Items Tab buttons.

Observed Behavior:

The scroll wheel can no longer be used to change the value of some buttons.

Expected Behavior:

The scroll wheel would be able to be used to change the value of buttons, just like in prior versions of the game.
