The level of enchantment required to exchange two enchanted items in an anvil is different

As screenshot shown below, I have two fishing rods. One has unbreaking and mending enchantment, The other has luck of sea and lure. When i combine the first and the second in anvil. the enchant level cost 26. After I exchanged position between these fishing rod, the enchant level cost 12.
