Data pack enchantments not appearing in the enchantment table

After creating a new custom enchantment in a data pack, I cannot get the enchantment to appear in an enchantment table. I have tinkered with the weight of the enchantment as well as the min and max cost. Nothing makes the enchant appear in the table.
