Chickens can spawn underwater

There is a rare chance that there will be a baby zombie riding a chicken and it can also spawn underwater and then zombies spawn underwater they instantly become a drowned but this mob only lasts for one game tick because drowneds don't go out of the water in the day and chickens try to escape from the water .
