Datapack listed but not loaded

The datapack installed is loaded and can be checked using /datapack list but the functions doesn't actually work or show up when typing{{ /function}}

This is not related to the changes made in 24w19a where folders are renamed to singular form since the datapack only include tags/functions and they were not mentioned to be changed in the changelog. This issue is seen from snapshot 24w21a to the current 1.21-pre4. Updating the pack version to the corresponding latest versions didn't seem to work as well. Below is a simple datapack only using functions
