Weird Soul Particle Effects Popping up on my Server

I was on a server, and I was the only admin. I didn't make these particles and I don't know how to get rid of them. The sever ip is 'cool3block.minehut.gg'.

This was on 1.19.4, because that is the server version, but I can only put 1.20.6, which is the version people can join on.
