When viewed from outside, water against glass shows solid color texture at the sides instead of normal water texture

Since the 15w43b snapshot fixed MC-35970, Water against glass no longer shows flowing water texture at the sides, but instead shows a solid color texture on the sides instead of the normal water texture as expected.

When created a glass cage, and fill it with water, the water will showing the normal water texture on the top and bottom, however, at the side, the water will showing solid color texture instead of normal water texture like top and bottom. 

Steps to reproduce:

1. Build a glass cage and fills with water like the images below.
2. View the water from every angle.

Observed result:

The water could shows normal water texture at the sides when viewed from outside, like top and bottom.

Expected result:

The water shows solid color texture at the side when viewed from outside.
