Problem with generating diamond ores, map center offset

I'm playing on the latest and most current version of the game, and it happens that at coordinates X: 0 and Z: 0, shale diamond ore has stopped generating, although it was generated before - I notice this every time I recreate a new world - it either exists, or it doesn't exist.
