Lightning generation machines cause dangerously rapid sky flickering

Lightning generation machines in latest versions of the game cause possibly seizure inducing levels of light flickering in the sky server-wide.

What I expected to happen was...:
While the machine is active in previous versions, the sky would stay fully alight while this machine was active. (Video: "1_19_Lightning")

What actually happened was...:
In latest versions, the sky will instead flicker with light incredibly rapidly. (Video: "1_20_Lightning" - Seizure Warning!)

Steps to Reproduce:
1. Build a lightning machine. Steps included in video "lightningmachinetutorial"
2. Simply wait for a thunderstorm.
