Full screen issues

This happens with all versions. When I go into Minecraft I go into full screen mode. Then it goes into a black screen for about 5 seconds. Then after that my mouse feels very choppy and slow like I am playing on 2 fps or something. Then when I go into a game my game feels like 30 fps when in reality I am playing on about 1000 fps.

 

I know this is not a system issue because my specs are good.

I have an Intel i7 13700F

32 GB of RAM

RTX 4070
