The limitation stopping ghasts in soul sand valleys from spawning if another ghast is within a 16 block radius is not working

Acording to the wiki (so you know its true) "ghasts cannot spawn in soul sand valleys if another ghast is within 16 blocks of spherical distance to the intended spawning location", but in testing, spawning is uneffected.
