Use /clone to clone Not powered Redstone Repeater to the Powered Redstone Repeater ,The powered redstone repeater will flashing.Although the redstone signal is no longer input.

issue with /clone command

What I expected to happen was...:
I copy the repeater chain to other coordinates when using /clone

And these Redstone Repeater isn't flashing

What actually happened was...:
for some reason, even though there was no redstone source, the repaters still lit up and flashed very quickly

Steps to Reproduce:
1. make reaper chain on max cooldown
2. clone repeaters to other location with /clone
