fill and setblock commands do not support exit_portal tag for end gateways

Old data formatting was scrapped in 1.20.5 and these commands were not properly updated to use the new data formatting for exit_portal. As a result, end gateways blocks cannot be generated via commands with destinations, including from both chat commands and command blocks.
