right-click on fence tries to interact

Right-click with non-placeable item (e.g. tool, food) on a fence or nether-fence tries to interact like right-clicking a door.

What I expected to happen was...:
Food: If the food bar isn't comletely full the character should start eating.
Potion: Drink potion ...
Placeable item: Place the item (works)
Everything else: Do nothing.

What actually happened was...:
Except placing a placeable item the character only does the interaction-move and nothing else.

Steps to Reproduce:
1. place a fence or a nether fence
2. right-click it with several items
