Shooting a crossbow enchanted with Multishot that only has 1/2 use(s) left only shoots 1/2 arrow(s)

Using a crossbow enchanted with Multishot for the last time doesn't shoot 3 arrows like it's supposed to.

How to reproduce:

1. Use the following commands:

   /give @s minecraft:crossbow[minecraft:damage=464,minecraft:enchantments={multishot:1}]
   

   /give @s minecraft:crossbow[minecraft:damage=463,minecraft:enchantments={multishot:1}]
   

2. Give yourself an arrow.
3. Load the crossbow you were given.
4. Fire.

Expected result:

3 arrows would be shot.

Observed result:

1/2 arrow(s) was (were) shot.
