Zombie reinforcement spawning ignores or has no mob cap

The 1.6 update introduced a feature: zombies on hard difficulty can summon zombie reinforcements. However, this presents an issue as there seems to be no mob cap enforcement or disregard for the mob cap, potentially leading to performance issues. This behavior may be intentional.

Steps to reproduce

  1. /setblock ~ ~ ~ repeating_command_block{SuccessCount:0,Command:"execute as @e[type=minecraft:zombie] run attribute @s minecraft:zombie.spawn_reinforcements base set 1"} replace
  2. Activate the command block
  3. /time set midnight
  4. Obtain a fire aspect sword
  5. Hit some zombies with sweeping attacks (As a result of addressing MC-93669, an increase in the number of zombies ignited will occur, leading to more zombies sustaining damage and consequently triggering additional spawns)
  6. Enjoy the sizable zombie army, but beware of potential lag

Observed outcome: There's a significant influx of zombies, surpassing the mob cap without regard.
Anticipated outcome: Zombie reinforcement spawns ought to adhere to the mob cap, aiming to mitigate lag issues.

Note: This becomes particularly evident when adjusting the minecraft:zombie.spawn_reinforcements parameter as outlined in the reproduction steps. However, encountering this issue during regular survival gameplay is challenging but not entirely improbable.
