Wind charges have no cooldown when used by a dispenser
Dispensers have a cooldown of half a second when used by a player, but this isn't the case when used by a dispenser. This could be intentional or a feature request, but that's up to Mojang to decide.
Steps to reproduce
- Place a dispenser
- Put wind charges in it
- Set up a fast clock for it
Observed result: The dispenser fires more than 2 wind charges per second due to the lack of a 0.5 second cooldown.
Expected result: The dispenser should have a 0.5 second cooldown and not fire wind charges that quickly.
