When right-clicking the lit candle of a candle cake while holding an item with a right-click action, the cake gets eaten instead of utilizing the item

You can't extinguish candle cakes while holding an item if eating the cake is possible, likely intended per MC-203564. Right-clicking the candle of a candle cake while holding an item in the main hand always results in eating it if eating is possible. Without holding an item in the main hand, right-clicking the candle of a lit candle cake extinguishes it, while clicking the cake itself eats it. Candles not on cakes have a feature where right-clicking them with an item with a right-click action uses the item instead of extinguishing the candle (helpful for throwing splash water bottles at them). However, this doesn't apply to candle cakes.

Steps to reproduce

1. Be in creative mode

2. /setblock ~ ~ ~ minecraft:candle_cake[lit=true]

3. Hold a splash water bottle in your mainhand
4. Look at the candle of the cake
5. Right click

Observed outcome: The cake was eaten.
Expected outcome: The splash water bottle should be thrown, thereby extinguishing the candle cake.
