Tick freeze always makes players behave as if the tick rate is set to 20

Decreasing the tick rate slows down player movement as anticipated. When using /tick freeze, players can still move around. However, if the game is frozen with the /tick freeze command, players always move as if the tick rate were set to 20, regardless of the actual setting. Consequently, it's not possible to freeze the game while also having a low tick rate that slows down player movement.

Steps to reproduce

  1. /tick rate 1
  2. /tick freeze

Observed result: Movement returns to a normal tick rate, behaving as if the tick rate is set to 20. Upon unfreezing the game, movement resumes at the tick rate of 1.
Expected result: Movement should be slow, akin to a tick rate of 1, reflecting the actual setting.
