The Sculk Catalyst continues to spread Sculk even when the gamerule doMobLoot is set to false, even though the mob doesn't drop experience

Relates to MC-249454 and MC-8510. Given that mobs don't yield experience when doMobLoot is disabled, Sculk Catalysts shouldn't propagate Sculk when mobs perish. This behavior could be deliberate.

Steps to reproduce

1. Place a sculk catalyst

2. /gamerule doMobLoot false

3. Kill a mob in the vicinity of the Sculk Catalyst

Observed outcome: The Sculk Catalyst has propagated Sculk.
Expected outcome: The Sculk Catalyst should refrain from spreading Sculk.
