The fall damage prevention provided by wind charges ceases to function after teleportation

When teleporting while airborne, the fall damage prevention provided by wind charges ceases to function.

Steps to reproduce

1. Place a command block:

   execute at @p run summon minecraft:wind_charge ~ ~ ~ {Motion:[0.0,-0.1,0.0]}

2. Place a chain command block:

   effect give @p minecraft:levitation 2 19 true

3. Place a button on the command block
4. Construct a stack of blocks above the command blocks
5. Obtain ender pearls
6. Press the button in survival mode
7. Throw an ender pearl

Observed outcome: Fall damage is incurred despite the presence of a wind charge.
Expected outcome: Fall damage should not occur as a result of the wind charge.
