[MC-272727] The Channeling enchantment is no longer functional for tridents without an owner

In version 1.20.6, the Channeling enchantment on tridents functioned even when the trident had no owner. However, despite the fix for ~~MC-271629~~, it still only functions for tridents with an owner and thrown at a mob. It operates when a trident without an owner strikes a lightning rod but not when it strikes a mob.

Steps to reproduce

Spawn a husk
```
/weather thunder
```

/execute at @e[type=minecraft:husk] run summon trident ~ ~4 ~ {item:{id:"minecraft:trident",count:1,components:{"minecraft:enchantments":{levels:{"minecraft:channeling":1}}}}}

Observed outcome: Channeling did not function.
Expected outcome: Channeling should be operational.
