Splash water bottles do not convert sponges into wet sponges

Relates to MC-264073, MC-222116, MC-203553, MC-189911, MC-269236 and MC-255699. Probably intended. Splash water bottles do not transform dry sponges into wet sponges. It's worth noting that splash water bottles effectively extinguish fire, campfires, candles, and burning entities.

Steps to reproduce

1. Place a dry sponge
2. Throw a splash water bottle at it

Observed outcome: The sponge remained dry; it did not transform into a wet sponge.
Expected outcome: The sponge should have turned into a wet sponge.
